4C Sampling strategies and issues

This section explains the principles and practices of different sampling strategies for quantitative and qualitative research and consultation. A full account of sampling theory and practice is beyond the scope of this guidance and is available elsewhere(1).

A basic understanding of terms will assist in the drawing up of specifications and assessing the quality of work undertaken by contractors. For some research exercises it may be necessary to seek specialist statistical expertise to draw an appropriate sample.
