The process
4.16 In developing the framework for monitoring and evaluating their LHS, local authorities need to consider the following:
Data collection: it can be time-consuming and expensive to collect the data for the base line and subsequent up-dates. The effort put into measuring performance must be proportionate to effort in implementing the strategy and excessive costs should be avoided;
Consensus with partners: this needs to be reached for the monitoring and evaluation of the LHS because they will contribute to the achievement of objectives and should have data that can inform the base line and subsequent up-dates;
External assessment: for some indicators or aspects of the LHS local authorities may find it appropriate to appoint an independent assessor;
Adopting the process more widely: monitoring and evaluation frameworks can be used not only for measuring the impact of strategies, but also for specific projects or policy areas.
