Annex B: Good Practice Examples
The aim of the assessment process was to provide a benchmark for the continuous improvement of LHS. The first round of strategies contain numerous examples of issues being addressed in a way that can be promoted as good practice.
In order to share examples of good practice, Communities Scotland has created this annex. It includes a brief discussion of the common strengths and weaknesses identified in each of the seven critical areas of the LHS assessment:
Strategy Presentation and Communication;
Partnership Working and Strategy Process;
Wider Priorities and Links with Other Plans and Strategies;
Market Analysis, Needs Assessment and Problem Identification;
Priorities, Options and Actions;
Resourcing;
Monitoring and Evaluation;
A table providing the gradings given to each local authority for each critical area is provided. This is designed to allow Councils seeking examples of good practice or wishing to share good practice to identify appropriate benchmark local authorities to contact. Specific examples of good practice have also been provided.
The LHS were assessed at the following times:
January 2003: Glasgow
September 2003: East Lothian
Edinburgh
Highland
Midlothian
North Lanarkshire
South Ayrshire
West Lothian
The remainder were assessed in April 2004*. The grades shown in this annex are from the respective assessment periods**. However, it should be noted that some local authorities will have already made improvements to their strategy.
