Housing Market Context Statements
To support councils’ statutory local housing strategies Communities Scotland published a series of Housing Market Context Statements (HMCS) in April 2002. These form an important part of the new housing planning process introduced by the Housing (Scotland) Act 2001, with each including:
• characteristics of the housing market area discussed
• challenges facing local housing providers
• particular housing problems facing the population
In recognition of a number of significant events and publications that impacted on the policy messages and analysis contained within these statements, Communities Scotland produced updates to accompany the existing HMCS in March 2003. The update:
• provides information on research into housing market areas
• takes into account developments in the policy and economic context
• highlights changes resulting from the availability of new data
The updates should be read in conjunction with the HMCS published in April 2002. Only those sections covered in the update should be regarded as superseding the main document. Further updates will be produced as appropriate.
