Index of Comparative Operating Costs of registered social landlords (RSLs) in Scotland

This is our third report on the Index of Comparative Operating Costs (OCI) of RSLs in Scotland. The report itself provides a detailed review of operating costs of RSLs together with a thorough explanation of the underlying methodology devised by our consultants, Indepen. To supplement the report we have also produced a briefing paper on the OCI which includes the following:

• Background to the OCI, and the changes we have made this year;

• Our conclusions for 2007;

• How the techniques behind the index work;

• Costs and cost drivers we have used;

• The presentation of the material; and

• How we are using the OCI.

The index forms an important source of information that we use alongside other information to build a rounded picture of an RSL’s performance over time. It is part of our regulatory framework and set within the broader context of our other regulatory activities – like our reviews of financial viability, our assessments against key performance indicators and our inspections of service quality.
